Evaluation and Accreditation

Quality in education is a complex category, since it is an expression of the interaction of competencies, associated with the respective pedagogies, and according to the different social demands. But beyond that, quality is a continuous process that implies acquiring and improving the competencies of people and institutions, and must be defined, planned, evaluated and certified at different moments of a continuous professional training, not only in a formative moment of terminal character, given the continuous renewal of knowledge imposed by lifelong learning (Rama, 2015). Universidad Evangélica de El Salvador, committed to its Institutional Mission and Vision, initiated accreditation processes in 2005 with the Commission for the Accreditation of Quality in Higher Education (CdA for its Spanish acronym).

On November 25, 2005, UEES was certified as an Accredited Institution for the period 2005 - 2010, renewing its accreditation in 2010, for the period 2010 - 2016, and in 2016 for the period 2017-2022. During the year 2021, the university carried out the institutional self-evaluation process of Quality in Higher Education to apply for reaccreditation that same year.

Seeking to strengthen institutional academic-administrative processes, the University is certified as a university affiliated to the Union of Universities of Latin America and the Caribbean (UDUAL), in 2013; and assumes the model "V" Integrative Structural Analysis of University Organizations, as a tool for continuous improvement in academic programs. That same year, the University conducted a self-evaluation study of the doctoral program in medicine, in order to improve the quality of the program; and participated in international accreditation processes for academic programs with the International Network of Evaluators (RIEV s.c.), accrediting agency of the UDUAL at that time

The institution undergoes International Accreditation processes through academic programs with the International Network of Evaluators (RIEV), and on July 30, 2015, the International Accreditation of the Doctor of Medicine program is received for 2 years. On October 14, 2016, during the process of Monitoring Compliance with the commitments made by the UEES, the certification is extended 1 more year: RIEV 2+1, for the period 2015 - 2018. On October 22, 2018, in recognition of the progress achieved and the permanent improvement of quality, the International Network of Evaluators granted International Reaccreditation to the Doctor of Medicine program, until October 22, 2021.

In addition, the university submits the Doctor of Dental Surgery program to the accreditation process, receiving international accreditation from August 28, 2019, until August 28, 2021, with the International Network of Evaluators (RIEV).

During the year 2021, the university continues making efforts and following up the self-evaluation process by accredited academic programs with the International Network of Evaluators to achieve the re-accreditation of the Doctor of Medicine and the Doctor of Dental Surgery programs. Thus, on November 30, the full international re-accreditation was obtained for the consolidation, transcendence, and assurance of the educational quality of the Doctor of Medicine program for 6 years, RIEV 6+. On that same date, after the follow-up process of compliance with the commitments made by UEES, the certification of 1 more year of accreditation is obtained: RIEV 2+1 for the Doctor of Dental Surgery Program.

About Us

 

The Directorate of Educational Quality (DICAE for its Spanish acronym) is a management unit, which aims to promote the culture of institutional self-evaluation and self-evaluation of academic programs, to strengthen and continue improving the substantive functions of UEES.

RESPONSIBILITIES OF THE DIRECTORATE OF EDUCATIONAL QUALITY:

  1. Coordinate the processes of institutional self-evaluation, self-evaluation of academic programs, and Accreditation.
  2. Coordinate the ad hoc Teams and Commissions that are appointed in the Undergraduate and Graduate Schools for the self-evaluation processes.
  3. Promote the elaboration of improvement plans based on the results of the self-evaluation and institutional and program accreditation processes, following up on the fulfillment of the plans.
  4. Train and advise academic and administrative personnel in the evaluation-planning model adopted by UEES, as well as in new accreditation and professional certification processes.
  5. Establish indicators to measure the impact of the benefits of accreditation and the progress of the improvement plans generated from the self-evaluation processes.
  6. Monitor the state of progress of the actions committed in the improvement plans of accredited programs, in order to prepare the re-accreditation processes.

What is the Accreditation of Universities and Higher Education Institutions? Accreditation is a state recognition of universities and other institutions of higher education (HEI) that have demonstrated a commitment to continuous improvement of academic quality. Other higher education institutions include technological institutes and specialized institutes. It is an internationally adopted process to guide students, parents, and the public. In El Salvador, institutions voluntarily submit themselves to the process.

Accreditation is part of the Higher Education Improvement System.

What is the Higher Education Improvement System? The Higher Education Improvement System was established in 1997 to address the university crisis of the 1980s. It has three subsystems: rating, evaluation, and accreditation. Together these three subsystems contribute to creating a culture of evaluation in HEIs, stimulate transparency and accountability, and contain incentives for continuous improvement.

What is Qualification? The Rating is a mandatory process by which HEIs submit quantitative information to the Ministry of Education on topics such as the number of full-time professors per student, number of students per computer, space per student, etc. The Ministry of Education publishes the results of the qualification annually.

What is the Evaluation? The Evaluation is a mandatory qualitative study of HEIs that is carried out every third year. Its main elements are a self-study conducted by the institution itself and a visit by peer evaluators. The self-study is prepared by the institution according to guidelines established by the Ministry of Education. The HEI must reflect on eleven categories of analysis: institutional mission, institutional governance and administration, students, academics, careers and other academic programs, research, social service, educational resources, financial administration, physical infrastructure, and institutional integrity. Peer evaluators are recognized professionals whose evaluation is based on a personal visit to the institution. Depending on the size of the HEI, the visit may last several days. After studying the self-evaluation and talking with administrators, academic staff, and students, the peers write a report on the results of their visit. This report may include recommendations for future improvements. HEIs have the right to respond to the observations made by the peer evaluators. Based on the elements described above, the National Directorate of Higher Education (DNES for its Spanish acronym) issues a resolution that may include specific recommendations.

Who performs the Accreditation? The Accreditation Commission (CdA for its Spanish acronym), composed of seven professionals of notorious capacity and honesty who do not represent any institution, presides over the process. After examining the documentation and conducting the interviews mentioned in the previous question, the CdA recommends the Ministry of Education to accredit deserving institutions. If necessary, the Commission points out the aspects in which an accredited HEI must demonstrate substantial progress in the next accreditation cycle. The Commission would not be able to rule if it did not have the information produced by the self-studies, ratings, and peer visits. Thus, it can be said that accreditation is carried out by both the members of the Commission and the people who worked on the previous stages.
