Abstract

The assignment that the Law of Higher Education determines for Higher Education Institutions (HEIs), is summarized in the objectives that it promotes for this educational level: a) train competent professionals with a strong vocation for service and solid moral principles; b) promote research in all its forms; c) provide a social service to the community; d) cooperate in the conservation, dissemination and enrichment of the cultural legacy in its national and universal dimension.

The reflection on the challenges faced by the level of higher education cannot be devised in a disjointed way from the levels that precede it, because the quality of a nation's education requires an analysis of the educational system as a whole. An advance in the country that should be highlighted is that in recent years attention has begun to be given to the level of initial education, which becomes relevant if we start from the fact that education is a process of permanent, personal, cultural and social formation that is It is based on an integral conception of the human person, of his dignity, of his rights and of his duties.
