Abstract

This article is presented as a comparative analysis between selected hydropolicies of the Northern Sub-Region of Central America, with the objective of analyzing the current situation regarding water management in the region under study. As a methodology, a three-stage procedure was used: 1) determination of the contrast framework for the comparative analysis through the application of the Water Categories Matrix, developed by Llamas, Monroy & Llamas [2023], based on the analysis of the structure of the voluntary commitments that make up the International Water Agenda [Global Action Agenda for Water, UN 2023]; 2) identification of representative categories of each selected hydropolicy, 3) comparative analysis and discussion of the identified categories, considering implications with the Sustainable Development Agenda, SDG-6. In the results structure, key factors identified for each hydropolicy considered are presented, and the category equivalence, using the nomenclature of the Water Categories Matrix, which allows comparability between the information sets. At the level of findings, there is a predominance of operational aspects with important challenges in terms of strategic projection, including: 1) coverage, quality and water security in terms of water-based ecosystem products and services; 2) improvement of multi-level interconnection, which includes regional harmonization in Central America and with respect to the Global Action Agenda for Water; 3) better use of transboundary waters. Regarding the application of results and their analysis, they include the possibility of being used as inputs for sectoral public policy evaluation processes.
